The Browns ranked 32nd, this is good news?

Yes, the Cleveland Browns being ranked #32 in Pro Football Talks preseason power rankings could be a good thing. What an absurd thought, a silver lining in being placed at the bottom of the heap in the NFL? Joy and hope rising to an intense level because your favorite team is picked to place on the bottom shelf of the bargain basement? Good news coming from predictions of gloom and doom?Headlines stating that PFT (Pro Football Talk) has released their preseason power rankings and have the Browns sitting at #32 can be found everywhere. Browns forums along with bloggers are weighing in on the debate on whether this ranking is justified. Sports writers have suggested this will light a fire not only in Browns players but also management, hoping to prove these projections wrong.
Considering power rankings, in my opinion are a useless waste of time, I decided to go back two years, 2010 and 2011 to see who was ranked #32--the bottom of the barrel, the punching bag of the NFL.
2010-Tampa Bay Buccaneers #32:
The Buccaneers entered the season attempting to improve on their 3–13 record and last place finish in the NFC South in 2009, a feat they accomplished after only six games. The Buccaneers achieved the best turnaround in franchise history and became the first team since the NFL merger in 1970 to start 10 rookies and achieve a winning season. Record---10-6
2011-Cincinnati Bengals #32:
In the 2010 season, the Bengals posted a 4-12 record. In the 2011 NFL season, the Bengals improved to 9-7 and clinched a playoff spot. They lost to the Houston Texans 31-10 in the Wild Card Round.
Not to shabby for two teams picked to be holding up the tail end of the NFL. So, maybe instead of taking these rankings as bad news, they could be considered good news! We shall see.
